India has declared itself free from Notifiable Avian Influenza (H5N1), commonly called bird flu, and notified the same to World Organisation for Animal Health (OIE). India notified outbreak of Avian Influenza (H5N1) at Poultry Production Unit, College of Veterinary Sciences and Animal Husbandry, Anjora, Durg and Government Poultry Farm, Jagdalpur, Chhattisgarh on 05th August, 2013. The control measures adopted in the outbreak were stamping out of entire poultry population including destruction of eggs, feed, litters and other infected materials in the radius of 1 km around the outbreak location, restriction on movement of poultry, disinfection and cleaning up of infected premises and subsequently issuing of the Post Operation Surveillance Plan (POSP). The POSP was issued on 12th August, 2013. Even though India is free from bird flu, regular surveillance to be continued throughout the country especially in the vulnerable areas bordering infected countries and in areas visited by migratory birds.

Marking a new high in India-Russia strategic cooperation, the Defence Minister, AK Antony commissioned the completely refurbished 44,500 tonne carrier Admiral Gorshkov into the Indian Navy as INS Vikramaditya at an impressive ceremony at sub-zero temperature in the wind-swept Sevmash Shipyard in the beautiful city of Severodvinsk in Russia, on 16 November. Speaking at the event, Antony said INS Vikramaditya would significantly enhance the reach and capability of the Indian Navy. He said, the country has a rich maritime history and the Indian Ocean has guided our fate over the centuries. INS Vikramaditya, the floating airfield has an overall length of about 284 meters and a maximum beam of about 60 meters, stretching as much as three football fields put together. Standing about 20 storeys tall from keel to the highest point, the sheer sight of this 44,500 tonne mega structure of steel is awe inspiring. The ship has a total of 22 decks. The ship has the ability to carry over 30 aircraft comprising an assortment of MiG 29K/Sea Harrier, Kamov 31, Kamov 28, Sea King, ALH-Dhruv and Chetak helicopters. The MiG 29K swing role fighter is the main offensive platform and provides a quantum jump for the Indian Navy’s maritime strike capability. These fourth generation air superiority fighters provide a significant fillip for the Indian Navy with a range of over 700 nm and an array of weapons including anti-ship missiles, Beyond Visual Range air-to-air missiles, guided bombs and rockets. The ship is equipped with state of the art launch and recovery systems along with aids to enable smooth and efficient operation of ship borne aircraft. Major systems include the LUNA Landing system for MiGs, DAPS Landing system for Sea Harriers and Flight deck lighting systems.

The Minister of Railways Mallikarjun Kharge flagged off the first ever Dual Cab 4500 HP Freight Diesel locomotive called Vijay from Diesel Locomotive Works (DLW), Varanasi, a production unit of Indian Railways, on 6 November 2013. At the same time, the Minister announced to stop the Swatantrata Senani Express at Bhulanpur Railway Station, Sub-way at DLW administration. It is important to note that the DLW has not only increased its production in large but also developed latest state-of-the-art technologies. Building of this WDG4D High Horse Power freight locomotive is a breakthrough for DLW as well as for the Indian Railways. Vijay, the dual cab freight WDG4D is a trailblazer. It is the first dual cab diesel electric freight locomotive to be built by Indian Railways.

India has developed a new tactical surface-to-surface missile 'Pragati' with a range between 60-170 km and will offer it to friendly countries. The new missile, now on display at a defence exhibition in South Korea, is based on the Prahaar missile developed by the DRDO for the Army and can be termed as its export variant with minor differences, said a DRDO official on 28 October .The government has approved that it may be offered to friendly countries if anyone shows interest in it, he said. The missile is the main exhibit of the DRDO which is showcasing an array of indigenous weapons at the Seoul International Aerospace and Defense Exhibition (ADEX 2013).This is the first time ever that an array of latest defence equipment developed by the DRDO, will be unveiled internationally at such a scale. DRDO chief Avinash Chander is leading the Indian delegation at the show. ADEX 2013 is expected to host more than 300 companies from 33 countries. DRDO's participation also commemorates the 40th anniversary of the establishment of diplomatic relations between India and South Korea.

India's space agency, ISRO, on 5 November 2013 successfully launched its historic mission to Mars from the Satish Dhawan Space Centre in Sriharikota, about 100km from Chennai. It was India’s first mission to the red planet. The mission follows India’s successful 2008-2009 Chandrayaan-1 moon probe, which discovered water molecules in the lunar soil. The total cost of the Mars mission is US $ 73 million. The main objective of the mission is to develop the technologies required for design, planning, management and operations of an interplanetary mission. The main objective of the mission is to explore Mars surface features, morphology, mineralogy and search for methane in the Martian atmosphere using indigenous scientific instruments. The satellite carries instruments such as Lyman Alpha Photometer, a methane sensor, a composition analyser, a camera and an imaging spectrometer for studying the atmosphere, particle environment and surface imaging. The satellite is scheduled to reach the Mars orbit in September 2014 and is designed to circle the Red Planet in an elliptical orbit of 366 km X 80000 km.

The first unit of Kudankulam Nuclear Power Project (KKNPP) was synchronized on 22nd October, and is now generating 160 MW electricity. On this occasion Narayansami, Minister of State in the Prime Ministers Office said the power will be further raised to 500 MWe, 750 MWe and 1000 MWe in stages. For this at every stage various tests have been conducted and the technical parameters have also been verified. Based on the results of the tests at each of the stages and with the Atomic Energy Regulatory Board (AERB) clearences, subsequent stages are reached. With the addition of KKNPP Unit-1 of 1000 MWe capacity, the Nuclear Power contribution in the country will increase from 4780 MWe to 5780 MWe. KKNPP Unit-1 is the 20th Nuclear Power Station of Nuclear Power Corporation of India Limited (NPCIL), connected to power grid in the country.

The India-France Technology Summit, organized by Department of Science and Technology, Confederation of Indian Industry (CII) and French Embassy on 23rd October, witnessed 11 Memorandum of Understandings (MOUs) between India and France in the field of Science and Technology and Education.

Union Minister for Mines, Dinsha Patel dedicated a deep sea exploration ship ‘RV Samudra Ratnakar’ to the nation at Kandla Port on 12th October.RV Samudra Ratnakar, the research vessel is a state-of-the-art acquisition of GSI, designed to meet the fast-growing challenges of the modern geo-scientific oceanographic researches. The ship is equipped with high-end technologically advanced instruments needed for geological, geophysical and geochemical explorations in the offshore areas. The vessel is a unique multitasking and multi-disciplinary ship with modern on-board laboratories, designed to carry out sea-bed mapping, mineral exploration etc. in the deep waters and also research activities. The Ship has been built by M/s. Hyundai Heavy Industries (HHI), Ulsan, South Korea, one of the largest ship building yards in the world.

RV Samudra Ratnakar is an all-weather ship fitted with Differential Global Positioning System (DGPS), Heading and Motion sensors and Dynamic Positioning System to keep it stationary during coring operations. With the induction of this multi-disciplinary research vessel, Marine and Coastal Survey Division of GSI is poised to --explore the deep ocean and unravel the hitherto- unknown complexities besides searching for deep-sea mineral resources both within the Exclusive Economic Zone (EEZ) of India and International Waters. Its endurance capacity and on-board facilities will enable GSI to carryout Multichannel Seismic Survey, Gravity Survey, Magnetic Survey, Deep Sea Imaging, Sub-bottom Profiling, Deep Coring and Dredging in any part of the world. R.V. Samudra Ratnakar has the capability to explore and identify the favorable zone of accumulation of Gas Hydrates, which are known to be the future source of hydro-carbon energy.

The Indian Navy on 15 October 2013 inducted into service its largest offshore patrol vessel (OPV), INS Sunayna, at the Southern Naval Command. The ship was designed and built by the public sector Goa Shipyard. The ship is equipped with the most advanced communication, navigation and electronic warfare equipment besides a 76-mm SRGM (Super Rapid Gun Mount), and close-in weapon system (CIWS). INS Sunayna will strengthen the Indian Navy capability to safeguard the maritime interests. The vessel is expected to fill the vital gap in the Southern Naval Command’s patrol capability. The vessel also has the ability to embark an advanced light helicopter (ALH) or a Chetak search and rescue helicopter. Two more vessels of this class will be delivered to the Navy between this year-end and mid-2014.

The Cabinet Committee on Economic Affairs on 3rd October, has approved the implementation of a scheme for setting up of 750 MW of Grid-connected Solar PV Power Projects under Batch-1 of Phase-11 (2013-17) of the Jawaharlal Nehru National Solar Mission (JNNSM) with Viability Gap Funding (VGF) support from the National Clean Energy Fund (NCEF). The total VGF requirement for implementation of the scheme is estimated as Rs. 1,875 crore at the rate of Rs.2.5 crore/ MW The actual requirement will, however, depend on the bid prices. This VGF support is estimated to leverage private investment to the tune of Rs. 5000 crore in setting up of the projects.

The VGF scheme will facilitate setting up of the 750 MW grid connected solar power projects, in mainly the private sector on Build, Own and Operate (BOO) basis at various locations, which will help supplement grid power generation in the country. These projects will also lead to an associated development of their surrounding areas with positive impact on the socio-economic conditions of the local population. The JNNSM was launched by the Government in January 2010. The main objective of this Mission is to create a policy and regulatory environment for large scale diffusion of solar energy technologies across the country as quickly as possible. It has laid down, a long-term goal of adding 20,000 MW of grid-connected solar power by 2022, to be achieved in three phases (Phase-l up to 2012-13, Phase-ll from 2013 to 2017 and Phase-Ill from 2017 to 2022).

The Union Health and Family Welfare Minister, Ghulam Nabi Azad launched the indigenously produced Japanese Encephalitis (JE) vaccine JENVAC, in New Delhi on 4th October. The vaccine has been jointly developed by scientists of NIV, ICMR and Bharat Biotech Ltd. Azad said that JENVAC is a completely indigenous vaccine and an outstanding example of public private partnership (PPP), and a remarkable milestone in the emergence of our country as an innovative and self-sufficient technology hub. Speaking at the occasion, the Health Minister termed the Acute Encephalitis Syndrome (AES) as a serious public health challenge for India.

Of the more than 100 viruses and other agents that can cause this syndrome, about a dozen odd are reported from India. Beginning with first report in 1955 from Vellore in Tamil Nadu JE virus has spread to over 171 districts in 19 states. The Health Minister stated that so far a vaccine imported from China was being used. But its availability was an issue for comprehensive and quick augmentation of the national programme, he stated. The launch of JENVAC, manufactured by Bharat Biotech is a welcome much needed and historic occasion, he mentioned. He said that it is not only the first fully indigenous vaccine, but it is also based on an Indian strain. Therefore, it is expected to improve the efficacy besides availability and affordability.

A state-of-the-art integration centre for the Naval Science & Technological Laboratory (NSTL) was inaugurated by the outgoing Director of the laboratory SV Rangarajan in Vishakapatnam, on 26th September. The Electrical Heavy Weight Torpedoes (EHWT) building, christened Talvar Building, would serve the needs of the prestigious heavy weight torpedo ‘Varunastra’ project and the future heavy weight projects to be undertaken by the laboratory.Speaking on the occasion Dr. Rangarajan advised the Varunastra Project Director P. Trimurthulu to involve the Bharat Dynamics Limited (BDL), which would undertake production of Varunastra, and Bharat Electronics Limited (BEL), which would manufacture electronic components required for the purpose, at the development-stage itself so that induction-ready torpedoes could be manufactured. Speaking on the occasion, he said that this facility would be the state-of-the-art integration centre for NSTL’s prestigious heavy weight torpedo ‘Varunastra’, and future heavy weight torpedoes to be undertaken by the Lab. He expressed the hope that torpedoes developed by this lab would be world class in the days to come, with this facility being set up.

The government will set up the world’s largest solar power project, having a total generation capacity of 4,000 MW, in Rajasthan. The ultra mega green solar power project, whose idea has been mooted by the Heavy Industries Ministry, would be set up close to Sambhar Lake and about 75 kilometers from the state capital Jaipur.“Total capacity of this project will be 4,000 MW and, therefore, this will be the largest solar based power project in the world,” an official release said on 21st September. The project would be spread across 23,000 acres area of Sambhar Salts Ltd, a subsidiary of central enterprise Hindustan Salts Ltd. Minister of Heavy Industries and Public Enterprises Praful Patel said the first phase of the project — having 1,000 MW capacity — is likely to be commissioned by the end of 2016, according to the release. Once fully implemented, the project would generate 6,000 million units of electricity annually. The first phase would be implemented through a joint venture company, whose stakeholders would be Bharat Heavy Electricals, Solar Energy Corporation, Power Grid Corporation, SJVN, SSL and Rajasthan Electronics and Instruments Ltd (REIL).Being the first project of this scale anywhere in the world, this project is expected to set a trend for large scale solar power development, it added. India, which is a power deficit country, is working on ways to increase contribution from renewable, especially solar, to its total energy mix. The Jawaharlal Nehru National Solar Mission aims to have about 20,000 MW of grid-connected solar power by 2022.

Giving impetus to the long standing strategic airlift of the Indian Air Force, the Defence Minister AK Antony on 2 September, formally inducted the Boeing C-17 Globemaster III into the IAF at a special ceremony held at Hindan airbase of the IAF. Describing the induction of the C-17 Globemaster III in the Indian Air Force as a ‘defining moment’, Antony said, “With this, the IAF has taken a giant stride towards its goal of acquiring multi- spectrum strategic capabilities, essential to safeguard India’s growing areas of interest”. Air Chief Marshal NAK Browne said “The induction of ten C-17 aircraft promises to be a game changer on how we conduct air transport operations. The C-17 fleet will provide tremendous flexibility in terms of operational response options in any future campaign. The long range, heavy lift capability will allow the commanders to induct Troops, squadrons, Re-locate Forces as well as shift forces between theatres rapidly”. The C-17 would form an extremely important component of the strategic airlift capability and reach of the IAF. The government accorded approval to buy 10 C-17 Globemaster III along with associated equipment for the IAF in June 2011. The first of the 10 aircraft touched down in India on 18th June 2013 and the delivery of all 10 is expected to be completed by November 2014. This aircraft will enhance the operational potential of the IAF with its payload carriage and performance and would augment the strategic reach of the nation during Operations, Disaster Relief or any similar mission. The induction of the C-17 is a major milestone in the modernization drive of the IAF. Presently three aircrafts have been delivered and are operational. The newly inducted C-17 Squadron (81 Squadron) will be based in Hindan.

Pakistan on 3 September, inducted PNS Aslat, its first ever indigenously constructed frigate with Chinese collaboration at a ceremony at Karachi shipyard. Speaking on the occasion, Prime Minister Nawaz Sharif said that bringing all four frigates into service within eight years is a remarkable achievement. The construction of the F-22P Frigate at Karachi Shipyard was carried out under a transfer of technology arrangement.

India's first exclusive defence satellite GSAT-7 was successfully launched by European space consortium Arianespace's Ariane 5 rocket from Kourou spaceport in French Guiana on 30 August. Indian Navy would be the user of the multi-band home-built communication spacecraft, expected to be operational by September end. By September 14, GSAT-7 is planned to be positioned in its orbital slot of 74 deg East longitude and subsequently the satellite's communication transponders will be switched on. The frequency bands of GSAT-7 will help space-based marine communications. It has coverage over India landmass as well as surrounding seas."It's important from security and surveillance points of view", an ISRO official said. The state-of-the-art satellite carrying payloads operating in UHF, S, C and Ku bands, had a lift-off mass of ,2625 kg and are based on ISRO's 2,500 kg satellite bus with some new technological elements, including the antennae. According to ISRO, GSAT-7 is an advanced communication satellite to provide wide range of service spectrum from low bit rate voice to high bit rate data communication. Its payload is designed to provide communication capabilities to users over a wide oceanic region including the Indian land-mass.

Giving a major boost to strategic airlift capabilities of the Air Force, Defence Minister A.K. Antony will formally induct the 75-80 tone C-17 heavy-lift transport aircraft into service on September 2 at the Hindon Air Base. The American C-17, with a capability to carry around 80 tones of load and around 150 fully geared troops, will replace the Russian Il-76 as the biggest aircraft in the IAF inventory till now. The Il-76 had the capability to carry loads up to around 40 tones. The IAF has placed orders with the US for ten such aircraft under the deal signed in 2011 and three of them have already been delivered. The US Air Force will complete the delivery of all the 10 aircraft by the end of next year. The aircraft is expected to enhance the operational potential of the IAF with its payload carriage and performance capability and would augment the strategic reach during disaster relief or any similar missions. In recent times, the IAF has shifted its dependence from the Russian-origin aircraft towards the American ones with the induction of the C-17 and the C-130J Super Hercules transport aircraft. The IAF operates six C-130Js and has plans of procuring six more for operations on small and unpaved runways alongside routine transport missions. The IAF also has the Russian Antonov-32 in its inventory.

Scientists have confirmed the discovery of a new super-heavy element - with atomic number 115 - and it may soon join the periodic table. An international team of researchers conducted an experiment at the GSI research facility in Germany to confirm earlier measurements by research groups in Russia. The new super-heavy element is yet to be named. A committee comprising members of the international unions of pure and applied physics and chemistry will review the findings to decide whether further experiments are needed before the element is acknowledged. Besides the observations of the new chemical element, the researchers also gained deeper insight into the structure and properties of super-heavy atomic nuclei.

Bharat Biotech, on26 August, launched a fourth-generation conjugate vaccine for immunization of children and adults from typhoid fever. The vaccine, Typbar-TCV, was launched by Director-General of the International Vaccine Institute (IVI) Christian Locqu in Hyderabad, in the presence of Bharat Biotech Chairman and Managing Director Krishna M. Ella. The vaccine will be made available in the market in two weeks. Acknowledging the efforts of his scientists, Mr. Ella said: “We hope this vaccine will reach millions of people and help reduce the burden of the devastating disease among infants and children.” He claimed that no other conjugate vaccine against typhoid was now available in the market across the world.

Thanks to the decades-long struggle by the Jala Sadhana Samiti and fluorosis victims in Nalgonda district in Andhra Pradesh, the much-awaited fluoride research centre would be a reality soon. The concerted efforts have fructified into the Regional Fluoride Mitigation and Research Centre, which will be set up near Dandumalkapuram in Choutuppal mandal. The District Collector has earmarked ten acres of land for the proposed Rs. 100-crore Regional Fluoride Mitigation and Research Centre and handed it over to the National Institute of Nutrition. The centre will undertake research in various issues, including reducing the effect of fluoride, treatment of the victims and to check the effect of fluoride on future generations, among others. It will be expanded into a Rs. 250-crore centre once it becomes full-fledged. It will also take up research into the preventive measures to correct the dental problems of the victims. There will also be special focus on the fluoride victims who developed rickets to provide them right nutrition to set it right. The research will hopefully benefit to increase the victims’ life span. The centre will provide medical facilities to the fluoride victims from other States like Tamil Nadu, Maharashtra, Karnataka, Kerala, Madhya Pradesh, Chhattisgarh, Odisha, West Bengal and Assam. It will focus on the possibility of undertaking surgical operations to overcome the disability. The centre will train people on taking right nutrition to overcome the problem. An auditorium to house 1,000 persons will be constructed to give training to the victims. One of the largest laboratories in the country will be set up at the research facility. Staff of the centre will test water in the fluoride-affected areas to identify the other likely water-borne diseases.

The Indian Space Research Organisation (ISRO) will now go back to the drawing board to plug imperfections in its indigenous cryogenic upper-stage Geosynchronous Satellite Launch Vehicle (GSLV) programme, after the GSLV-D5 mission to launch into orbit the advanced communication satellite GSAT-14, was aborted due to a fuel leak on 19 August. The mission was called off at a fairly advanced stage of the 29-hour countdown, and with only a little over an hour left for the lift-off that was scheduled for 4.50 p.m., at the second launch pad of the Sriharikota spaceport. This was the eighth flight of the GSLV, the fourth developmental flight and only the second time in three years that the indigenously-developed cryogenic upper stage was flight-tested.

The Rs. 205-crore expendable rocket’s mission was to inject the cuboid-shaped and 1982-kg weighing GSAT-14 in orbit to signal India’s entry into an ivy league of nations with frontier capabilities of launching 2,000-2,500 kg class of advanced communication satellites in outer space.

The GSAT-14, the 23rd geostationary communication satellite built by ISRO, would have joined a line-up of nine Indian satellites to help provide a host of satellite-based communication services, including tele-education and tele-medicine. The satellite’s mission was also to augment the in-orbit capacity of the extended C and Ku-band transponders in the INSAT-GSAT ecosystem to set the stage for new and exciting experiments driven by satellite-based communication. The leak was reportedly observed in the second stage of the 49-metre tall GSLV-D5. The rocket adopts a three-stage fuel cycle — the core solid stage, liquid and a cryogenic upper stage. At about 4 p.m., ISRO Chairman K. Radhakrishnan, accompanied by a team of glum-looking scientists, met the media to formally declare that the GSLV-D5 mission had been called off.

An international panel of scientists has recently found with near certainty that human activity is the cause of most of the temperature increases in recent decades, and warns that sea levels could conceivably rise by more than 3 feet by the end of the century if emissions continue at a runaway pace. The scientists, whose findings have been reported in a draft summary of the next big U.N. climate report, largely dismiss the belief that there has been a slowdown — often cited by those sceptical of climate change — in the pace of global warming, attributing it most likely to short-term factors. The report emphasises that the basic facts about future climate change are now more firmly established than ever, justifying the rise in global concern.

It also reiterates that the consequences of escalating emissions are likely to be profound. The draft comes from the Intergovernmental Panel on Climate Change (IPCC), a body of several hundred scientists that won the Nobel Peace Prize in 2007, along with Al Gore. Its summaries, published every five or six years, are considered definitive assessments of the risks of climate change, and they influence the actions of governments around the world.

Hundreds of billions of dollars are being spent on efforts to reduce greenhouse emissions, for instance, largely on the basis of the group’s findings. The coming report will be the fifth major assessment from the group, created in 1988. Each report has declared with greater certainty that the planet is indeed warming, with greater likelihood that humans are the primary cause. Regarding the question of how much the planet could warm if carbon dioxide levels in the atmosphere doubled, the previous report largely ruled out any number below 3.6 degrees Fahrenheit.

The new draft says the rise could be as low as 2.7 degrees, essentially restoring a scientific consensus that prevailed from 1979 to 2007.The level of carbon dioxide, the main greenhouse gas, is up 41 per cent since the Industrial Revolution, and if present trends continue it could double in a matter of decades. After winning the Nobel Peace Prize six years ago, the group became a political target for climate doubters, who helped identify minor errors in the 2007 report. This time, the panel adopted rigorous procedures in the hope of preventing such mistakes.

The Minister of State for Agriculture and Food Processing Industries, Tariq Anwar in a written reply on 23 August to Rajya Sabha questions informed that, realizing that the climate change is likely to have major impacts on agriculture, the Government through Indian Council of Agricultural Research (ICAR) has assessed the impact of climate change on Indian agriculture under different scenarios using crop simulation models. The Indian Council of Agricultural Research (ICAR) has conducted climate change impact analysis on crop yields through various centres in different parts of the country using crop simulation models (INFO-CROP and HAD CM3) for 2020, 2050 and 2080.

The results indicate variability in temperature and rainfall pattern with significant impacts on crop yields. These studies projected reduction in yields of irrigated rice by about 4% in 2020, 7% in 2050 and 10% in 2080. Rain fed sorghum yields are projected to decline marginally (2.5%) in 2020 scenario and by about 8% in 2050. The Government through Indian Council of Agricultural Research (ICAR) has initiated a network project on ‘National Initiative on Climate Resilient Agriculture’ (NICRA) to enhance resilience of Indian agriculture through Strategic Research on adaptation and mitigation (covering crops, livestock, fisheries and natural resource management), Technology Demonstration, Capacity Building and Sponsored/Competitive Grant Projects. Besides, a mission document on National Mission on Sustainable Agriculture (NMSA) was accorded in-principle approval by the Prime Minister’s Council on Climate Change. NMSA identifies 10 key dimensions for promoting sustainable agriculture practices by implementing programme of action through four functional areas, namely, Research and Development, Technologies, products and practices, Infrastructures and Capacity building. The programmes of action have been embedded and mainstreamed under the ongoing schemes of Ministry of Agriculture through selective up-scaling and course correction measures.

India's first Cyber Forensic Laboratory (CFL) has been set up in Tripura. The lab, established at the Tripura High Court will provide court case related information."From the CFL, automatic SMS alert would go to both lawyers and the litigant about the fate of the court case. If any lawyer or the petitioner remains absent on the day of trial, the SMS alert would go to all concerned," a law department official told.

The Supreme Court judge Justice Madan B. Lokur, who was earlier the chief justice of the Gauhati High Court, inaugurated the CFL on 11 August. Lokur first introduced the e-court programme in India when he was a judge in the Delhi High Court. He was a pioneer in introducing video conferencing systems between the Delhi High Court and Tihar jail in 2007.The seven northeastern states - Assam, Tripura, Manipur, Meghalaya, Mizoram, Nagaland and Arunachal Pradesh - were earlier under the Gauhati High Court with benches in the state capitals. Sikkim had a separate high court.

A major fire broke out on board INS Sindhurakshak at the Naval Dockyard in Mumbai on 14th August and sunk the submarine. INS Sindhurakshak is the ninth of the ten Sindhughosh-class diesel-electric submarines of the Indian Navy. On 4th June 2010, the Indian Defence Ministry and Zvezdochka shipyard signed a contract worth US $ 80 million to upgrade and improve the submarine. The submarine suffered two fire incidents, a minor one in 2010 and a major one on 14 August 2013, which led to in its sinking at Mumbai's naval dockyards. Sindhurakshak was constructed in Admiralty Shipyard, St. Petersburg. Construction of the submarine started in 1995. It was launched in June 1997 and delivered in December 1997. A fire broke out aboard Sindhurakshak while the vessel was in Visakhapatnam in February 2010.

The National Teeka Express was launched by Ghulam Nabi Azad, Union Minister of Health and Family Welfare in the presence of Jitendra Singh, Minister of State (Independent Charge) for Youth Affairs and Sports at Alwar, Rajasthan on 1 August. It has been launched to protect children from life-threatening childhood diseases. It may be mentioned that under Routine Immunization Programme, ANMs collect vaccines from storage point (Cold Chain Point) and transport them to session sites, i.e. either Sub-centre or Anganwadi centre for carrying out vaccination. From 2005-06, Govt. of India is providing support for distribution of vaccine from last storage point to outreach immunization session sites at Sub-centres/Anganwadis, known as Alternate Vaccine Delivery (AVD) under NRHM. Rs. 79.3 crores was allocated to the states as support for Alternate Vaccine Delivery in 2012-13.

But the government has noticed gaps in the implementation of AVD in difficult areas with low access to healthcare services. Many a times ANMs have to collect the vaccines on the day preceding the immunization day, which may compromise the cold chain maintenance and possible loss of potency of vaccine. Improper storage could also lead to adverse events following immunization. For this reason, the government has launched this innovative and ambitious initiative of Teeka Express. Designated vehicles under the brand name of ‘National Teeka Express’ will help not only in distribution of the vaccines and complementary logistics from last cold chain point to immunization session sites but will also ensure holding of sessions at the mobile vaccination centre now. Teeka express is planned to be piloted in 69 high priority districts with difficult areas and low immunization coverage.

Kirobo, the world's first talking humanoid robot "astronaut", has been launched into space. It will act as a companion for astronaut Koichi Wakata and will communicate with another robot on Earth. Kirobo — derived from the Japanese words for “hope” and “robot” — was among five tons of supplies and machinery on a rocket launched on 28 July, from Tanegashima in southwestern Japan, the Japan Aerospace Exploration Agency, or JAXA, said.

India will launch its first indigenous aircraft carrier, INS Vikrant, on August 12 from the Kochi shipyard. This will make India only the fifth country after the US, Russia, Britain and France to have the capability to build such vessels."About 83 per cent of the fabrication work and 75 per cent of the construction work will be over when the ship goes into water," said Indian Navy's vice chief, Admiral Robin Dhowan.-The rest of the work, including the flight deck, will be completed once the ship is launched, the Navy vice chief said. The aircraft carrier is expected to be inducted into the Indian Navy by 2018.INS Vikrant will have two take-off runways and a landing strip with three arrester wires capable of operating a STOBAR (Short Take Off But Arrested Recovery). The main stay fighters positioned on board would be Russian MiG -29k fighter jets. The naval variant of the Light Combat Aircraft (LCA) produced by India is also scheduled to be positioned on the warship. However, it would depend on how quickly and effectively Navy variant of the LCA is produced and cleared for active duty.

In a significant step for automobile research and development (R&D) in the country, the Indian Space Research Organization (ISRO) and automobile major Tata Motors have developed a hydrogen-powered bus. The bus is currently in trial stages as the company looks to reach a viable market proposition. The Tata Starbus – Fuel Cell is a Compressed Natural Gas (CNG) type of bus using hydrogen bottles as fuel. These are stored on top of the bus. The vehicle has been developed following several years of research as Tata Motors had entered into a memorandum of understanding (MoU) in 2006 with ISRO to design and develop such a product. Accordingly, Tata Motors had set up a fuel cell power system test laboratory in Bangalore and later at ISRO’s Liquid Propulsion Systems Centre (LPSC) in Mahendragiri, Tamil Nadu. Tata Motors started its innovation with CNG products and moved on to series and parallel CNG-electric hybrid buses. The Tata Starbus – Fuel Cell is a zero emission transport solution for commuting within the city. “The bus is currently in trial stages before it reaches a viable market proposition, supported by the necessary support infrastructure,” the spokesperson said in a press conference in Mumbai.

The Bhabha Atomic Research Centre (BARC) has developed 41 new crop varieties under its Nuclear Agriculture programme, a top official said on 6th August. These include 15 varieties of groundnut, eight of mungbean (green gram), five of udad (black gram), four of tur (pigeon pea), three of mustard, two of soyabean and one each of sunflower, chavali (cowpea), rice and jute.

"If the country has to be food self-reliant, it is imperative to embrace nuclear agriculture technology, particularly with agriculture land getting scarcer and food demand growing exponentially," said scientist Suresh G. Bhagwat, Head of BARC's Nuclear Agriculture and Biotechnology Division. India needs to boost food production and ensure its safety and fair distribution to its increasing population.

"Not many are aware that nuclear radiation-based technologies can contribute to this effort very significantly," Bhagwat said, speaking at the Knowledge Series, organised by Public Relations Council of India and Mumbai Press Club here.A major benefit of radiation effect on plants is enhancement of genetic variability, which can be harnessed to develop new crop varieties, including cereals, pulses and oilseeds with desirable characteris like increased yield, early maturity, salinity or water stress tolerance and disease resistance. Till date, the 41 crop varieties development at BARC in collaboration with some agriculture universities in different states have been approved by the central government for commercial cultivation.

Defence Research Laboratory (DRL), Tejpur, a laboratory of Defence Research and Development Organisation (DRDO) has developed a chilli spray i.e. CAPSISPRAY. It is an eco-friendly non-lethal chilli spray for personal protection and self- defence. It contains Oleoresin Capsicum extracted from the world`s hottest chilli, the Bhut Jolokia (Capsicum Assamicum), largely cultivated in Assam and other parts of North Eastern States of India. The prototype of chilli spray is ready and the product is required to be tested for several toxicology parameters. DRDO will take further steps to popularize the product once trials are over. This information was given by Defence Minister Shri AK Antony in a written reply to Anil Desai and Rajani Patil in Rajya Sabha on 7 August.

Fifth Generation Fighter Aircraft (FGFA) programme is a joint co-development and co-production programme between India and Russia. The preliminary design phase of the programme has been completed on 19th June, 2013. Presently the Research and Development (R&D) contract is under negotiation with Russians to define the total scope; the work share and responsibilities of each side; and the financial implications of the programme. This information was given by Minister of State for Defence Jitendra Singhin a written reply to AdhalraoPatilShivajiand others in Lok Sabha on 5 August.

Biocon on 10 August 2013 announced that it has launched its first biologic drug, ALZUMAb for Psoriasis. The newly launched drug will be sold in the market at about half the price of the similar drugs of multi-national companies available in the market. A vial of the drug from Biocon will be available in India at Rs. 7,950. As per the announcement made by Kiran Mazumdar-Shaw, the Chairman and Managing Director of Biocon this is the world’s first novel anti-CD6 antibody to treat psoriasis. The drug ALZUMAb has been made using cells and doesn't include artificial chemicals. It took about 10 years for Biocon to develop the drug. Psoriasis is immune-mediated disease that effects the skin. The disease on an average affects about 10-20 million Indians and it attacks the immune system of human beings. This disease attacks when the immune system mistakes a normal skin cell for a pathogen, and sends out faulty signals that cause overproduction of new skin cells.

India successfully test-fired two rounds of indigenously developed Pinaka rockets from a multi-barrel rocket launcher (MBRL) from a base at Chandipur-on-sea near Balasore, off the Odisha coast on 7 August 2013.The tests were routine trials conducted for training purpose. The tests were conducted by personnel from Armament Research and Development Establishment (ARDE), Pune unit at Proof and Experimental Establishment (PXE) firing point-2.Pinaka is an area weapon system with a range of 40 km. Pinaka system can fire a salvo of 12 rockets in 44 seconds. The battery of six launchers can neutralise at a time a target area of 3.9 sq km.

Researchers from the University of Chicago, in the first week of August 2013, revealed that dolphins had the longest memories among the non-human species. Researchers declared that even if these dolphins were separated for more than 20 years, they were capable of recalling the whistles of their former companions. The researchers believed that the long-term memories of dolphins were a product of complex social connections from which they have evolved. Bailey the dolphin hadn’t seen another dolphin named Allie since the two juveniles lived together at the Dolphin Connection in the Florida Keys before being separated. Yet 20 1/2 years later, Bailey recognized and reacted to Allie’s distinctive signal when University of Chicago researcher Jason Bruck played it on a speaker. Other dolphins had similar steel-trap memories. Studies have shown that monkeys can remember things for about four years and anecdotes have elephants remembering for about 10, Mr. Bruck says in a paper published on Wednesday by “Proceedings of the Royal Society B”.

The world's first burger made from lab-grown beef was fried up on Monday at a demonstration in London on 5 August. Developed by Maastricht University in the Netherlands, scientists hope the meat cultured from cattle stem cells will help fight world hunger and climate change. Two volunteers who participated in the first public frying of hamburger grown in a lab said, that it had the texture of meat but was short of flavor because of the lack of fat. Mark Post, whose team at Maastricht University developed the burger, hopes that making meat in labs could eventually help feed the world and fight climate change. That goal is many years distant, at best.

India has activated the atomic reactor on board INS Arihant, a development that Prime Minister Manmohan Singh described as a "giant stride" in the progress of the country's indigenous capabilities. Sources said the nuclear reactor on Arihant was made critical on 9 August, and the submarine was on its own power now. They said activation of nuclear reactor was "a major landmark" in making the submarine operational. Sources added the submarine would undergo extensive sea trials before being made operational. INS Arihant has been undergoing trials at Navy's submarine base in Visakhapatnam, Andhra Pradesh.

Manmohan Singh said the nuclear reactor's activation on India's first nuclear submarine INS Arihant "represents a giant stride in the progress of our indigenous technological capabilities". The DRDO has also readied a medium-range nuclear missile BO-5 for being deployed on the Arihant and its last developmental trial was held on January 27 off the coast of Vishakhapatnam. The nuclear submarine will help India achieve the capability of going into high seas without the need to surface the vessel for long durations.

Conventional diesel-electric submarines have to come up on surface at regular intervals for charging the cells of the vessel. India is the only nation in the Indian Ocean region to have a nuclear submarine and the sixth in the world to have the capability to design and construct a nuclear submarine. INS Arihant is longer than any of the submarine in the Indian Navy's fleet so far. A nuclear submarine is powered by a nuclear reactor, which generates tremendous heat driving a steam turbine. It has unlimited underwater endurance and speed twice that of its conventional counterparts. The submarine can carry 12 nuclear missiles K-15.

*US lawmakers are pushing a plan to establish a new national park that would quite literally be out of this world - on the Moon. A new bill introduced into the US Congress on 14 July, would create the Apollo Lunar Landing Sites National Historical Park on the Moon. Called the Apollo Lunar Landing Legacy Act, the bill (House Resolution 2617) was referred to the Committee on Science, Space, and Technology, and in addition to the House Committee on Natural Resources. Emphasizing that the Apollo lunar programme was one of the greatest achievements in the US history, the bill notes that, as commercial enterprises and foreign nations acquire the ability to land on the Moon, "it is necessary to protect the Apollo lunar landing sites for posterity. "The bill, in part, calls for no later than one year after the date of enactment of the act, "there shall be established as a unit of the National Park System the Apollo Lunar Landing Sites National Historical Park."Establishing such a park will expand and enhance the protection and preservation of the Apollo lunar landing sites, the bill states, "and provide for greater recognition and public understanding of this singular achievement in American history."The bill also spotlights the artifacts on the surface of the Moon associated with the ill-fated Apollo 13 mission, "which had an instrumentality crash land on the lunar surface April 14, 1970," it states.

*NASA, the U.S. space agency announced the discovery of Neptune’s 14th moon in July, 2013. The Hubble Space Telescope captured the moon as a white dot in photos of the planet on the periphery of  solar system. The new moon, Neptune’s tiniest at just 19.3 km across, and is designated as S/2004 N 1.

*The Neptune 14th moon was actually discovered by the SETI Institute’s Mark Showalter while studying the segments of rings around Neptune when he spotted the white dot popping out, 1,05,250 km from Neptune. He tracked its movement in more than 150 pictures taken from 2004 to 2009. The method involved tracking the movement of a white dot that appears over and over in more than 150 archival Neptune photographs taken by Hubble from 2004 to 2009. The considerably bigger gas giant Jupiter has four times as many moons, with 67.

*A healthy baby boy in the US has become the world's first test tube baby to be born using a new low cost "next-generation sequencing" IVF technique that screens the embryo for genetic defects, Oxford scientists announced on 8th July. The method, through which the baby was born last month, uses the latest DNA sequencing techniques and aims to increase in-vitro fertilization success rates while being more affordable for couples and lowering the risk of miscarriages, researchers say. The international team led by Dr Dagan Wells of Oxford University showed how "next-generation sequencing" can be used to pick the embryos created by IVF that are most likely to lead to successful pregnancies.

*NASA has turned off a decade-old space telescope, a year after loaning the orbiting instrument to a university that operated it with private funding. The space agency decommissioned its Galaxy Evolution Explorer spacecraft, or GALEX, on June 28, NASA officials said. During its 10-year career, GALEX peered at hundreds of millions of galaxies, helping researchers better understand how these huge collections of stars grow and evolve.

"GALEX is a remarkable accomplishment," Jeff Hayes, NASA's GALEX program executive in Washington, D.C., said in a statement. "This small Explorer mission has mapped and studied galaxies in the ultraviolet, light we cannot see with our own eyes, across most of the sky."The $150 million GALEX satellite launched in April 2003 on a 29-month mission to study the history of star formation in the universe. NASA extended GALEX but eventually stopped funding it in February 2011.

*In May 2012, the agency made an unprecedented move, handing the spacecraft's reins over to the California Institute of Technology (Caltech) in Pasadena, which kept GALEX going with private funds. Some of the mission's highlights include helping astronomers identify the largest known spiral galaxy in the universe, a behemoth called NGC 6872; catching a black hole in the act of gobbling up a star; and discovering a missing link in galaxy evolution, a sort of "teenage stage" between young and old.

*ISRO’s Polar Satellite Launch Vehicle, PSLV-C22, has successfully launched IRNSS-1A, the first satellite in the Indian Regional Navigation Satellite System (IRNSS) from Satish Dhawan Space Centre, Sriharikota on 1 July 2013. This is the 23rd consecutively successful mission of PSLV. After a flight of 20 minutes 17 seconds, the IRNSS-1A Satellite, weighing 1425 kg, was injected to the intended elliptical orbit of 282.46 km X 20,625.37 km. ISRO’s Master Control Facility (at Hassan, Karnataka) assumed the control of the satellite. IRNSS-1A is the first of the seven satellites constituting the space segment of the Indian Regional Navigation Satellite System. IRNSS is an independent regional navigation satellite system designed to provide position information in the Indian region and 1,500 km around the Indian mainland. IRNSS would provide two types of services, namely, Standard Positioning Services (SPS) – provided to all users – and Restricted Services (RS) provided only to authorised users. As per ISRO the entire IRNSS constellation of seven satellites is planned to completed by 2015-16.

*NASA launched a satellite on 27 June, on a mission to explore a little-studied region of the sun and to better forecast space weather that can disrupt communications systems on Earth. Unlike a traditional liftoff, the Iris satellite rode into Earth orbit on a Pegasus rocket dropped from an airplane that took off around sunset from the Vandenberg Air Force Base on California's central coast.

*The 7-foot (2.1-meter) long Iris, weighing 400 pounds (180 kilograms), carries an ultraviolet telescope that can take high-resolution images every few seconds. Unlike NASA's Solar Dynamics Observatory, which observes the entire sun, Iris will focus on a little-explored region that lies between the surface and the corona, the glowing white ring that's visible during eclipses. The goal is to learn more about how this mysterious region drives solar wind a stream of charged particles spewing from the sun and to better predict space weather that can disrupt communications signals on Earth.

*In tune with its operational drive to turn "stealthy" because surprise and deception are crucial in modern-day warfare, the Navy inducted its latest guided-missile stealth frigate INS Trikand on 29 June. INS Trikand is the last of the six stealth frigates ordered from Russia. The Navy had earlier inducted three 4,000-tonne Talwar-class stealth frigates ( Talwar, Trishul and Tabar) from Russia in 2003-2004.

*Then, impressed by the punch the frigates packed, India ordered another three (Teg, Tarkash and Trikand) under a $1.15 billion contract inked in 2006.On 29 june, Navy Vice Chief Vice Admiral R.K. Dhowan commissioned INS Trikand at a ceremony at Kaliningrad in Russia, which was also attended by the Indian ambassador Ajai Malhotra and other top Indian and Russian officials.

*India, of course, is also building its own stealth frigates. Three Shivalik-class frigates, built at Mazagon Docks (MDL), have already been inducted by the Navy. Then, there is an over Rs. 50,000 crore plan on the anvil to construct seven advanced stealth frigates, with all weapon and missile systems under the hull for a lower radar "signature", in a programme called Project-17A.The project will be shared between MDL at Mumbai and Garden Reach Shipbuilders and Engineers (GRSE) at Kolkata.

*The Union Cabinet on 28th June, gave its approval to the proposal for the GSAT-15 communication satellite project along with procurement of launch services and insurance. The building of the GSAT-15 is part of the Indian Research Organisation’s (ISRO) efforts towards in-orbit spare capacity to meet contingency and to protect the services of existing users.

*The satellite will provide required redundant capacity, will augment capacity in the Ku band, and shall provide in-orbit redundant requirement of safety of life operations benefitting civil aviation services in the country. Nine operational INSAT/GSAT satellites are currently providing different frequency bands to nearly 195 transponders.

*The GSAT-15 satellite will cover the entire Indian mainland. Total cost involved in the project is Rs.859.5 crore including launch services. The Union Cabinet also gave its approval to the proposal for the GSAT-16 communication satellite project along with procurement of launch services and insurance.

*The project will meet contingency requirements, protect services of existing users and will augment and support existing telecommunication, television, VSAT and other satellite based services in the country. Nine operational INSAT/GSAT satellites are currently providing different frequency bands to nearly 195 transponders. The total cost involved in the project is Rs.865.50 crore including launch services.

*Tianhe-2 (Milky Way-2), the 33.86 Peta FLOP supercomputer of the China, emerged as the fastest super computer on the Earth. It was placed in service ahead of schedule in 2013 after it had been expected to be completed in 2015.

*According to the TOP 500 list for June 2013, Tianhe-2 is the faster super computer.It is housed at the National Supercomputing Center in Guangzhou (NSCC-GZ) and was designed and developed by the National University of Defense Technology (NUDT) and by Inspur. Resource management is based on Simple Linux Utility for Resource Management (SLURM).Another unique features of Tianhe-2 is a custom-built interconnection network, which routes data across the system

*The Scientists from University of Nottingham in UK, in June 2013 discovered a new layer in the Cornea and named it Dua’s Layer after the name of an Indian Researcher, the person responsible for the discovery. The new layer has been named after the name of the professor Harminder Dua. This discovery can help the surgeons to improve the results of treatment of patients who undergo corneal grafts and transplants. Earlier scientists believed that the cornea consists of five layers namely Descemet's Membrane Corneal Epithelium, Corneal Stroma, Bowman's Layer and Corneal Endothelium. The newly discovered layer is located between the Corneal Stroma and Descemet's membrane. Cornea is a protective lens in the eyes that allows light to enter into the eyes.

*The Unesco has designated India's Nicobar Islands as a world biosphere reserve under its Man and the Biosphere Programme, on 30 May. Member countries establish such reserves and the world body recognizes them under the programme to promote sustainable development based on local community efforts and sound science.

*They are considered as sites of excellence, where new and optimal practices to manage nature and human activities are tested and demonstrated. The island chain, home to 1,800 animal species and some of the world's most endangered tribes, was among 12 new sites added to the global network of biosphere reserves in Paris on Thursday. Such reserves are located in 117 countries and nine of them are now located in India. Other sites added to the list include Pakistan's Ziarat Juniper forest and China's Snake Island.

*Nation’s highest Krishi Vigyan Kendra (KVK) will be set up at Nyoma, Leh district of Jammu & Kashmir at a height of about 14,000 feet. The Nyoma Krishi Vigyan Kendra is likely to bring about substantial change in the lives of people of nearby areas who are mostly nomads and rear pashmina goats. This region is extremely cold and dry and therefore, it is a challenge to promote stable agriculture there. The KVK will seek to improve fodder production, provide health care to the roaming animals, introduce vegetable production under protected environment and impart training to women on animal care, etc.

*Japan on 5th June 2013 conducted the first successful test of new generation L0 Series Trains (maglev bullet trains) designed to travel at speeds of 311 mph. These trains are lashed with latest magnetic levitation technology (maglev) instead of the conventional wheels. The commercial services of this series of trains will start in 2027. The LO Series Trains are designed by Central Japan Railway Co (JR Tokai), and in its first phase will link central Tokyo with Nagoya station and cut the current time of journey by bullet train by more than half, from 90 to 40 minutes. The lines will be extended up to Osaka by 2045 as Japan is into the plan of creating a high-speed mass transit maglev network across the country. The train will have 16 carriages and will carry up to 1000 passengers at a time.

*In 1964, Japan unveiled its first bullet train named Shinkansen to coincide with its hosting of the Olympic Games. At present, Japan is the home of World’s most sophisticated rail network. The central line in Japan, Tokaido Shinkansen is the world’s busiest high-speed rail and it carries about 151 million passengers each year.

*The Department of Space on 2nd June established an endowed fellowship at the Graduate Aerospace Laboratories of the California Institute of Technology (Caltech) in the US. The fellowship has been established in honour of Prof. Satish Dhawan, who was the Chairman of Indian Space Research Organization during its formative period 1972-1984. “The fellowship provides an excellent opportunity every year starting from the winter session of the academic year 2013-14 to one meritorious graduating student from the Aerospace Department of the Indian Institute of Space Science and Technology, Thiruvananthapuram to be sponsored by the Department of Space, to pursue Masters in Aerospace Engineering at Caltech”, ISRO said.

*Prof. Dhawan was an alumnus of the Graduate Aerospace Laboratories at Caltech and obtained his PhD in aerospace in 1951. He was serving as Distinguished Visiting Professor during 1971-72 at Caltech, immediately preceding his assumption of the Chairmanship of ISRO in 1972. Prof Dhawan was not only a visionary leader of ISRO but also an internationally recognized researcher and a legendary teacher. He was bestowed with the Distinguished Alumni Award by Caltech in 1969, the highest alumnus honour, according to an ISRO statement. The Government of India honoured Prof. Dhawan by awarding him Padma Vibhushan in 1981.

*India on 22 May 2013 successfully test fired the 290-km range BrahMos supersonic cruise missile from the Navy's latest guided missile frigate INS Tarkash off the coast of Goa. The missile performed the high-level 'C' manoeuvre in the pre-determined flight path and successfully hit the target. Jointly developed by India and Russia, the BrahMos is capable of carrying a conventional warhead of 300 kg. India is readying several different versions of the missile which includes land attack, anti-ship and submarine- launched versions.

*Swiss-made Pilatus PC-7 Mk-II turbo trainer aircraft was inducted into the Indian Air Force (IAF) in a ceremony held at the Air Force Academy at Dundigal near Hyderabad on 30 May 2013. The aircraft, which meets all basic training functions of ab-initio pilots including aerobatics, tactical and night flying, has been customised to meet the requirements of IAF. Addressing the media later, Chief of the Air Staff Air Marshal N.A.K. Browne described the induction as an important event in the history of IAF. He said 12 aircraft had so far been delivered and all the 75 were expected to be delivered by Pilatus company by August 2015. Since there was a requirement for 173 trainer aircraft the IAF might exercise the option of procuring another 37 PC-7 Mk-II aircraft. Replying to a question he said the initial operational clearance (IOC)–II for the Light Combat Aircraft (LCA) was expected by November this year and it would be with the Air Force by the end of next year.

*Defence Ministry on 27 May 2013 inaugurated the first fighter aircraft base at Thanjavur in southern India. Su-30MKI combat aircraft will be stationed here. Thanjavur airbase can be another strategically important airbase of the Indian Air Force. IAF can protect vast area of interests by stationing frontline fighter aircraft Sukhoi at Thanjavur. The setting up of the premier fighter base is important because of current geo-political scenario and threat perception in the Indian peninsula and in the Indian Ocean.

*Cochin Shipyard Limited (CSL) on 28 May 2013 launched its third Fast Patrol Vessel (FPV) which is built for the Indian Coast Guard. The vessel was launched by Nina Paul Antony, the Chairman of Cochin Port Trust. This vessel was named Abhinav. This vessel is third in series of 20 numbers FPVs contracted by CSL. The primary objective of the vessel is monitoring, fisheries protection as well as patrolling within Exclusive Economic Zone (EEZ). Also, the objective of this vessel is coastal patrolling and involvement in patrolling for anti-smuggling, search and rescue operations and for anti piracy operations. The secondary role of the vessel is to provide communication link as well as escort convoys during the war time as well as hostilities.

*India on 14 May 2013 unveiled its indigenously developed Rotavirus Vaccine named Rotavac after the Phase-III clinical trial of low cost rotavirus Vaccine. The Rotavac that has demonstrated strong efficacy and excellent safety profile; if gets its approval by the Drugs Controller General of India (DCGI) than will be made available in the market at a rate of Rs. 54 per dose. Approximately 4,53,000 children across the world die every year due to rotavirus diarrhea. According the recent reports, about one lakh children below five years are dying in India due to severe diarrhea that is caused due to Rotavirus bacteria. India accounts for 22 percent of the global deaths that occurs due to diarrhoea-causing rotavirus. Rotavac vaccine has been developed under a public-private partnership. So far, two similar vaccines are available in Indian market and they cost around Rs. 1,000 per dose and thus remain out of reach from millions of people in developing and third world nations. It is an oral vaccine that is administered in infants in three dose course at ages of six, ten and fourteen weeks, which is given to a child along with the recommended Universal Immunization Programme (UIP) to the children.

*Indian Naval Aviation received a major fillip with the arrival of the first of eight Boeing P-8I Long Range Maritime Reconnaissance and Anti-Submarine Warfare (LRMRASW) Aircraft at Naval Air Station Rajali (Arakkonam) on 15 May '13. The remaining seven aircrafts would be delivered over the next two years. The P-8I aircraft, based on the Boeing 737-800(NG) airframe, is the Indian Naval variant of the P-8A Poseidon that Boeing has developed for the US Navy. The aircraft is equipped with foreign & indigenous sensors for Maritime Reconnaissance, Anti Submarine operations and Electronic Intelligence missions. The aircraft is fully integrated with state of the art sensors and highly potent Anti Surface and Anti Submarine weapons. These LRMRASW aircraft have been procured under the contract signed in 2009. The Indian Navy is in process of procuring an additional four P-8I aircraft under the option clause. The P-8I aircraft would greatly enhance India's maritime surveillance capability in the Indian Ocean Region. Vice Admiral Bimal Kumar Verma, Chief of Staff (Eastern Naval Command) received the aircraft in a function organized at INS Rajali.

*The Department of Yoga Therapy and Training of MDNIY has been designated as WHO Collaborating Centre in Traditional Medicine for a period of four years recently. This is the result of the efforts initiated in 2008 when MDNIY started collaborating with WHO Country Office under the biennium programme of traditional medicine and developed Yoga Resource Centre and brought out disease-specific booklets of Yogic interventions for healthcare. WHO does not have its own institutional network but identifies institutions from member countries to work in specific areas of health and designate them as WHO Collaborating Centres. There are 21 WHO Collaborating Centres for Traditional Medicine across the globe, but none in India in spite of having a large number of AYUSH institutions and 32 Collaborating Centres for Modern Medicine. The matter was taken up by the Department of AYUSH with WHO. Two AYUSH institutions namely Morarji Desai National Institute of Yoga, New Delhi, and Institute of Postgraduate Teaching & Research in Ayurveda, Jamnagar, Gujarat have now been designated as WHO collaborating centres in traditional medicine. The network of 23 designated WHO Collaborating Centres for Traditional Medicine is meant to assist in implementing WHO strategies and resolutions relating to traditional medicine. The priority area of work for WHO Collaborating Centres of Traditional Medicine is to generate evidence-based information on the safety, quality, and cost-effectiveness of traditional medicine products and therapies.

*The MoS of HRD, Dr. Shashi Tharoor on 8th May told the Loksabha in a written reply that, the scientists at the Indian Institute of Science (IISc), Bengaluru have designed a pen shaped, needleless drug delivery device, that uses supersonic shock waves for the painless delivery of medicine into the body.This new method has been developed based on the collaborative work between the Laboratory for Hypersonic and Shock waves, Department of Aerospace Engineering, and the Microbiology and Cell Biology Department of the Indian Institute of Science. Using the new technique, typhoid vaccines have been successfully delivered into mice in the laboratory. The depth of penetration of drug below the skin is very small the animals during vaccine delivery do not experience a great deal of pain. The animal trails have shown that by using this method a lesser quantity of vaccines is sufficient to provide resistance to animals against infection when compared to conventional methods. The new system has multiple advantages such as being painless, easily portable, completely disposable, safe and very economical.

*Scientists have found a biological command centre for the ageing process in a lump of brain the size of a nut. The U.S. team identified the mechanism in the hypothalamus, which sits deep inside the brain, and showed that they could tweak it to shorten or lengthen the lives of animals. In a series of experiments, the researchers found they could extend the lives of mice by a fifth, without the animals suffering from muscle weakness, bone loss or memory problems common in old age. The work raises the tantalizing prospect of drugs that slow down natural ageing to prolong life in humans, but more crucially to prevent age-related diseases, such as diabetes, heart disease and Alzheimer’s.“We’re very excited about this. It supports the idea that ageing is more than a passive deterioration of different tissues. It is under control, and can be manipulated,” said Dongsheng Cai at the Albert Einstein College of Medicine in New York.Writing in the journal “Nature” , the scientists describe how their research led them to what appears to be the body’s control centre for ageing.

*NASA is sending a six feet-tall solar-powered rover prototype for ice exploration on highest part of Greenland’s massive ice sheet. The space agency’s newest scientific rover is set for testing in the highest part of Greenland, NASA said. The robot, known as Grover, which stands for both Greenland Rover and Goddard Remotely Operated Vehicle for Exploration and Research, will roam the frigid landscape collecting measurements to help scientists better understand changes in the massive ice sheet. This autonomous, solar-powered robot carries a ground-penetrating radar to study how snow accumulates, adding layer upon layer to the ice sheet over time.

*The President of India, Pranab Mukherjee inaugurated the 14 mega watt Solar Power project and laid Foundation Stones for Pilgrim Queue Complex and Deoghar – Basukinath 44 kilo meter Solar Street Light Project at Deoghar, Jharkhand on April 30, 2013. Speaking on the occasion the President said that he is hopeful of these initiatives contributing to the overall growth of Deoghar and helping in setting high standards for pilgrimage management. He also commended the government authorities and local MPs for having taken the initiative to establish the high technology solar lighting project.

*An International Atomic Energy Agency (IAEA) team on 22 April 2013, said Japan may need longer than the projected 40 years to decommission its tsunami-crippled nuclear plant and urged its operator to improve plant stability. The head of the team, Juan Carlos Lentijo, said on 22 April that damage at the Fukushima Daiichi plant is so complex that it is “impossible” to predict how long the cleanup may last. The government and plant operator Tokyo Electric Power Co. (Tepco) have predicted the cleanup would take up to 40 years. They still have to develop technology and equipment that can operate under fatally high radiation levels to locate and remove melted fuel. The reactors must be kept cool and the plant must stay safe and stable, and those efforts to ensure safety could slow the process down. Recent problems have raised concerns about whether the plant, crippled by the March 2011 earthquake and tsunami, can stay intact throughout a decommissioning process. They have also prompted officials to compile risk-reduction measures and review decommissioning plans. Mr. Lentijo, an expert on nuclear fuel cycles and waste technology, warned of more problems to come. The IAEA team urged the plant operator to “improve the reliability of essential systems to assess the structural integrity of site facilities, and to enhance protection against external hazards” and promptly replace temporary equipment with a more reliable, permanent system.

*Indian Coast Guard Ship H-191, the fifth of the series of twelve Air Cushion Vehicles (ACVs) was commissioned at Mumbai by Director General Indian Coast Guard Vice Admiral Anurag G Thapliyal on 10 april 2013. The 21 metres long Air Cushion Vehicle with 31 tonnes displacement can achieve a maximum speed of 45 knots. The ACV is capable of undertaking multi-farious tasks such as surveillance, interdiction, search and rescue and rendering assistance to small boats/craft in distress at sea. The Air Cushion Vehicle H-191 will be based at Okha under the Administrative and Operational Control of the Commander Coast Guard Region (North-West). The hovercraft is commanded by Commandant IJ Singh and has a crew of two Officers and eleven Enrolled Personnel. The commissioning ceremony was witnessed by Inspector General SPS Basra, Commander Coast Guard Region (West) and other dignitaries from Central and State Government.

*A plan by California and Canadian universities to build the world's largest telescope at the summit of Hawaii's Mauna Kea volcano received approval from the state Board of Land and Natural Resources on 12 April 2013. The decision clears the way for the group managing the Thirty Meter Telescope project to negotiate a sublease for land with the University of Hawaii. The telescope would be able to observe planets that orbit stars other than the sun and enable astronomers to watch new planets and stars being formed. It should also help scientists see some 13 billion light years away for a glimpse into the early years of the universe. The telescope's segmented primary mirror, which is nearly 100 feet - or 30 meters - long, will give it nine times the collecting area of the largest optical telescopes in use today. Its images will also be three times sharper. Some Native Hawaiian groups had petitioned against the project, arguing that it would defile the mountain's sacred summit. Native Hawaiian tradition holds that high altitudes are sacred and are a gateway to heaven. In the past, only high chiefs and priests were allowed at Mauna Kea's summit. The mountain is home to one confirmed burial site and perhaps four more. Environmentalists also petitioned to stop the telescope on the grounds it would harm habitat for the rare wekiu bug. The University of California system, the Association of Canadian Universities and the California Institute of Technology for Research in Astronomy are leading the telescope project. India, China and Japan have joined the project as partners.

*Indian researchers claim to have developed "world's smallest antenna
Researchers on 7 April 2013 claimed to have invented the world's smallest super compact ultra-wideband (UWB) planar antenna that can find application in homes and the military among other domains. Academician Professor Srikanta Pal, who is with the Birla Institute of Technology in Mesra, and his research scholar Mrinmoy Chakraborty have developed the antenna. "Our antenna is the world's smallest at 14 mm X 11 mm, with much more than a 10:1 bandwidth," Chakraborty, a PhD student with BIT-Mesra, said. The UWB technology brings mobility of wireless communications with high data rates, they said, adding that the technology was designed for short range, wireless personal area networks (WPANs), with the objective of freeing people from wires. The antenna is cheap and their goal was to reduce the size so that it can be pasted on any curved surface."The material used for this design is fibre reinforced plastics, which is less expensive. The fabrication process is simple wet chemical etching method," Pal, who is a Honorary Research Fellow at the Birmingham University in UK from 2010-2014 for his work in radio astronomy, said.

*Scientists designed new Adaptive Material inspired by Human Tear
-A team of US scientists on 8 April '13 designed a new adaptive material inspired by human tears. The new material was inspired by dynamic, self-restoring systems in Nature, such as the liquid film that coats our eyes. Individual tears join up to form a dynamic liquid film with an obviously significant optical function that maintains clarity, while keeping the eye moist, protecting it against dust and bacteria, and helping to transport away any wastes -- doing all of this and more in literally the blink of an eye. The bioinspired material is a continuous liquid film that coats, and is infused in, an elastic porous substrate, which is what makes it so versatile. With this design architecture in place, the team has thus far demonstrated the ability to dynamically control, with great precision, two key functions: transparency and wettability.

*Researchers at Washington University School of Medicine in St Louis have identified a new set of genetic markers for Alzheimer's that point to a second pathway through which the disease develops. Much of the genetic research on Alzheimer's centers on amyloid-beta, a key component of brain plaques that build up in the brains of people with the disease In the new study, the scientists identified several genes linked to the tau protein, which is found in the tangles that develop in the brain as Alzheimer's progresses and patients develop dementia. The findings may help provide targets for a different class of drugs that could be used for treatment. "We measured the tau protein in the cerebrospinal fluid and identified several genes that are related to high levels of tau and also affect risk for Alzheimer's disease," says senior investigator Dr Alison M Goate, the Samuel and Mae S. Ludwig Professor of Genetics in Psychiatry.

*US government on 3 April '13 announced a new research initiative called Brain (Brain Research through Advancing Innovative Neurotechnologies) which is designed to revolutionize the understanding of the human brain. Indian born Arati Prabhakar, director of the Defense Advanced Research Projects Agency, which pioneered the Internet, is among that leading themulti- agency project. Launched with approximately 100 million US dollars in the President's Fiscal Year 2014 Budget, the BRAIN initiative ultimately aims to help researchers find new ways to treat, cure, and even prevent brain disorders, such as Alzheimer's disease, epilepsy, and traumatic brain injury. The BRAIN Initiative will accelerate the development and application of new technologies that will enable researchers to produce dynamic pictures of the brain that show how individual brain cells and complex neural circuits interact at the speed of thought. The scientists possess the capability to study individual neurons and figure out the main functions of certain areas of the brain, but a human brain contains almost a hundred billion neurons making trillions of connections.

*The medium range nuclear capable Agni-II missile was on 7 April 2013 successfully test-fired with a strike range of more than 2000 km from the Wheeler Island off Odisha coast. The two-stage missile equipped with advanced high accuracy navigation system, guided by a novel scheme of state of the earth command and control system was propelled by solid rocket propellant system. The 20-metre long Agni-II is a two-stage, solid-propelled ballistic missile. It has a launch weight of 17 tones and can carry a payload of 1000 kg over a distance of 2000 km. The state-of-the-art Agni-II missile was developed by Advanced Systems Laboratory (ASL) and integrated by the Bharat Dynamics Limited (BDL), Hyderabad. Agni-II is part of the Agni series of missiles developed by DRDO which includes Agni-I with a 700 km range, Agni-III with a 3000 km range, Agni-IV with 4000 km range and Agni-V more than 5000 km range.

*A recent study conducted by Swiss Federal Institute of Technology (ETH) in Zurich found out that the compounds (metabolites) which are found in the exhaled breath are as unique as the fingerprints of an individual. The metabolites have always been seen as the waste products of the chemistry of someone’s body, but the uniqueness of these metabolites was never shown. The study suggested that these metabolites could be very useful for the purpose of medical diagnosis, just like that found in the blood or urine. The breath test is said to be non-invasive and their results are also available instantly, which is why a breath test can be convenient, especially for doping tests or anesthesia. The lead author of the study is Renato Zenobi.

*World health day was celebrated on 7 April '13. The theme for 2013 was “high blood pressure”. This day marks the anniversary of the founding of WHO (World Health Organization) in 1948. Each year a theme is selected for World Health Day that highlights a priority area of public health concern in the world. High blood pressure also known as raised blood pressure or hypertension increases the risk of heart attacks, strokes and kidney failure. The ultimate goal of World Health Day 2013 is to reduce heart attacks and strokes. According to the World Health Organization, High Blood Pressure affects one in three adults worldwide and leads to more than nine million deaths globally every year.

*Central Medical Services Society (CMSS), a Central Procurement Agency of Ministry of Health and Family Welfare, has been registered under Societies Registration Act, 1860 on 22-03-2012. CMSS will be responsible for procuring health sector goods in a transparent and cost-effective manner and distributing them to the State/UT Governments by setting up IT enabled supply chain infrastructure including State warehouses in 50 locations. The main objective of CMSS will be to ensure uninterrupted supply of health sector goods to the State Governments. Rules and Regulations of CMSS have been framed. MoHFW is providing one time budgetary support of Rs.50 crores to enable establishment of CMSS.CMSS has been permitted to charge a service fee on the value of procurement to meet its operational expenses which should be well within an upper ceiling of 5% of the value of procurement. CMSS is being made operational shortly.

Unknown Huge Radio Galaxy Discovered by ASTRON’s International LOFAR Telescope
An international team of astronomers led by ASTRON astronomer Dr. George Heald, in the third week of March 2013 discovered an unknown huge radio galaxy, by making use of the powerful International LOFAR Telescope (ILT), built by ASTRON. The galaxy was discovered in the LOFAR's first all-sky imaging survey called Multi-frequency Snapshot Sky Survey (MSSS). The new source which was equivalent to the size of full Moon was identified while analysis of the MSSS images. The radio emission was observed, which is associated with the material that is ejected from one of the members of interacting galaxy triplet system. Physical extent of this material is said to be much larger than system of galaxy, which actually extends millions of light years across the intergalactic space. It is important to note that the MSSS is still under process. The newly found galaxy is the member of group of objects known as Giant Radio Galaxies (GRGs). GRGs, as the name suggest, are kind of radio galaxies which have huge physical size, indicating towards the fact that either they are very old or very powerful. LOFAR is one of the most efficient tools for exploring the GRGs because it is very sensitive to the large objects. LOFAR operates at low frequencies which are very much suitable for observation of the old sources. The team of astronomers which is performing this ongoing MSSS comprises of 50 members from different institutes, most of which are in Italy, Poland, France, Netherlands and Germany.

India on 20 March 2013 successfully test fired its submarine-launched version of BrahMos supersonic cruise missile of the over 290 km-range in the Bay of Bengal off the coast of the southern port city of Visakhapatnam. The launch of Missile is counted as the first test-firing of an underwater supersonic cruise missile anywhere in the world. The missile travelled its complete range of over 290 km. Earlier in last few years, Ship and ground-launched versions of the missile have been successfully tested and put into service with the Indian Army and the Navy. The missile took off vertically from the submerged following a pre-defined trajectory, the missile emerged from underwater, took a turn towards the designated target meeting all mission objectives. All the telemetry and tracking stations, including Indian naval ships positioned throughout the flight path, confirmed the pin-point accuracy of the mission.

Union Minister Kapil Sibal on 6 March 2013 launched the Electronics Project Proposal System (e-PPS), developed by the Department of Electronics and Information Technology, through the Centre for Development of Advanced Computing (C-DAC) during a round table discussion with Academia, Industry and R&D Organisation. The e-PPS system will initially start as a pilot project. It is a web based system in form of solution to fund the R&D projects, which will start from online submission of the project proposal for funds and will monitor as well as manage the funded projects. It will replace existing manual system of project funding in which the project investigators submit hard copies of R&D proposals, which are presented to a Working Group and based on the recommendations of the Working Group the proposals are further processed. The system would create a One-Go-Dash-Board to monitor the projects from its initiation to completion

The oil-rich United Arab Emirates (UAE) on 17 March 2013 officially opened the world’s largest concentrated solar power plant. The solar power plant opened is the 600-million dollar project which is aimed at providing electricity to 20000 homes. The solar power station which is named Shams 1 was inaugurated in Madinat Zayed by the President of UAE and the Ruler of Abu Dhabi, Sheikh Khalifa bin Zayed Al Nahyan.The solar power plant was constructed over a three-year period by an international conglomerate, with UAE’s Masdar having 60 percent stake, France’s Total having a 20 percent interest and Spain’s Abengoa which has a 20 percent stake. With this new solar project, Masdar will be producing 10 per cent of world’s renewable energy.

India ranked third on list of countries which distribute spam all over the world, after US and China, as per the new report of SophosLabs. SophosLabs is the Sophos’s global network of threat analysis centers. In the study, US was single highest ranking country, but Asia ranked at number 1 position in the list of the continents with 36.6 percent of overall spam of the world. US sent 18.3 percent of the junk emails overall in the world. In last few months of 2012, India topped the spam spewing nations’ list, but eventually fell back to the third position. Second position was held by China. In the study, the spam sent from December 2012 to February 2013 was tracked. China and India took second and third positions respectively with 8.2 percent and 4.2 percent of the spam of the world. In order to prevent spamming, the PC users can keep the anti-virus software updated and regularly run the malware checks. Apart from this, updating passwords regularly can also help.

Bhabha Atomic Research Centre (BARC), which is the state-owned centre of India, announced that it was developing the largest magnet of the world. This largest magnet would weigh 50000 tons. The magnet is said to be much bigger than the one which is found at Compact Muon Solenoid detector at CERN in Geneva. This magnet will play a crucial role in the India-based Neutrino Observatory which will come up almost 4300 feet below the cave in the mountain in Tamil Nadu. The Head of the atomic research centre's nuclear physics division announced that the magnet to be developed by the Bhabha Atomic Research Centre would be the largest in the world in terms of its dimensions. The magnet will be iron-based and will weigh 50000 tons. The weight of the magnet at CERN ranges somewhere between 4000 and 5000 tons.

Researchers from Norway, South Africa, Britain and Germany, in the last week of February 2013 discovered a sunken and small continent beneath the Indian Ocean. This is the ancient and mini continent named Mauritia and it lies beneath the lava flows which led to the formation of islands of Mauritius and Reunion. This lost continent called Mauritia, dates back to the time when the super continents of the Earth- Laurasia and Gondwana shattered into the familiar geography like present. Mauritia is said to be a part of the mass of Gondwana which had eventually split into Antarctica, India, Australia and Madagascar after around 170 million years ago. The mini continent was later torn apart as it passed over the mid-ocean ridges. The lava eruptions later covered this sunken continent. But later, due to the volcanic eruptions on the Island of Mauritius the pieces of this lost continent were brought on the surface of the Earth. These pieces were crystals called zircons which dated back to 660 and 1970 million years ago. The team of geoscientists also suggested that there might be other lost micro-continents on Earth which are buried beneath the lava.

In a development that might represent a breakthrough in the treatment of the Human Immunodeficiency Virus and the deadly disease it causes, Acquired Immunodeficiency Syndrome (HIV/AIDS), a child treated by doctors in Mississippi was said to be “functionally cured” after being exposed to the virus during birth. The child was given standard anti-retroviral (ARV) drug therapy within 30 hours of birth by specialists at the University of Mississippi Medical Centre. A series of sensitive blood tests performed on the child 29 days after birth revealed “progressively diminishing viral presence in the infant’s blood, until it reached undetectable levels. “The research team behind this project included Johns Hopkins Children’s Centre virologist Deborah Persaud, University of Massachusetts Medical School immunologist Katherine Luzuriaga, and University of Mississippi Medical Centre pediatric HIV specialist Hannah Gay. According to the team, the infant was now deemed “functionally cured,” a condition that occurs when a patient achieves and maintains long-term viral remission without lifelong treatment and standard clinical tests fail to detect HIV replication in the blood. However, it is likely that a minute amount of the virus remains in the body, and the researchers said they believed this was what happened in the case of the child described in their report. Doctors said in this case the infection was caught early, possibly even as the virus was still entering the baby’s system and then the doctors supplied the ARVs.

National Thermal Power Corporation Limited (NTPC) has signed a Memorandum of Understanding (MoU) on 26 February, with Chhattisgarh Renewable Energy Development Agency (CREDA) to explore the potential of geothermal resources and subsequently implement geothermal project at Tatapani in Chhattisgarh. The MoU was signed by Ajit Kumar, Executive Director (Business Development), NTPC and Shailendra Kumar Shukla, Director, CREDA. Tattapani Geothermal field is located approximately 100 kms northeast of Ambikapur in Surguja district of Chhattisgarh and is considered to be one of the most promising sites in India for developing geothermal based power project. Geothermal generation is the harnessing of the geothermal energy or the vast reservoir of heat energy stored in the earth's interior for generating power.

To facilitate technical institutions to respond to the need of providing State of art Telecom equipment based operational Skills to engineering graduates to enhance their qualification, competence and employability by enhanced skill up-gradation All India Council For Technical Education is signing an MoU with BSNL to use the training facilities and faculty of BSNL for the benefit of students in AICTE approved intuitions under its Employability Enhancement Training Program (EETP). The MoU was signed in the presence of Humane Resources Development Minister, Dr. M.M.Pallam Raju and Minister of State, Jitin Prasada in New Delhi on 27 February. The programs will focus on practical hands-on training in field/lab work supplemented with structured academic content that is currently being provided online and can be supplemented with appropriate theory sessions in academic institutions/colleges. Practical session shall be held in the weekends or other times in flexi-mode that shall expose the students to various states of art telecom equipment and their operation. The training will be provided through 44 training centers of BSNL, spread across the country. The students to be trained under the scheme shall be finalized by AICTE for each centre. The Project cost is approximately to be Rs. 15 Cr and is expected to train 15000 students. br />
Defense Minister AK Antony in a written reply to a question in the Rajya Sabha on 27 February informed that, Defense Research and Development Organization (DRDO) has proposed to set up two Missile Test Ranges at the Rutland Island at Andaman & Nicobar Islands and Nagayalanka in Krishna District of Andhra Pradesh. A proposal for diversion of forest land in Andaman & Nicobar Islands has been initiated by DRDO. A request has also been made to the Government of Andhra Pradesh to spare unassigned revenue land and reserve forest land at Nagayalanka. Both the projects for setting up of Missile Test Ranges are at the initial planning stages and land acquisition process is on. These projects would be sanctioned after the proposals are cleared by the Ministry of Environment and Forest and Revenue Authorities.

ISRO's PSLV-C20 Rocket Successfully Launched SARAL and Six Other Satellites
Six foreign micro and mini spacecrafts as well as the Indo-French oceanographic study satellite, SARAL (Satellite for Argos-3 and Altika) were launched successfully by ISRO's PSLV-C20 rocket on 25 February 2013 from the spaceport at Sriharikota. The Polar Satellite Launch Vehicle (PSLV) of Indian Space Research Organization’s (ISRO) flew from first launch pad of Satish Dhawan Space Centre and was successfully put into the orbit. The President of India, Pranab Mukherjee witnessed this launch from mission control centre at Sriharikota.

These seven satellites were launched successfully by PSLV which depicted its versatility and recorded 22nd successful flight consecutive. ISRO also has plans to launch the Geo-Synchronous Satellite Launch Vehicle that has indigenous cryogenic engine, along with the India’s mission to Mars, both of which are scheduled for 2013.
Kerala has become the first state in the country to launch an ambitious programme to generate over 10 MW of solar power through over 10000 roof-top solar power systems of I kw each to be installed at individual houses. The unique programme was formally launched by Dr Farooq Abdullah, Minister for New and Renewable Energy at Tiruvanthapuram on 11 February. Oomen Chandy, Chief Minister of Kerala was also present on the occasion. This is the biggest program sanctioned to Kerala so far with an overall expenditure of over Rs 175 crores and budgetary support of over Rs. 80 crores from the Ministry of New and Renewable Energy (MNRE). The aggregated and complete project is expected to generate 15 Million Units of electricity annually. Speaking on the occasion, Dr Abdullah congratulated the state of Kerala for taking this initiative. He also promised his Ministry’s support for the second phase of the project aimed at reaching over 50,000 households with a subsidy support of over Rs. 200 crores.

Indian Coast Guard Ship 'Rajratan, the fifth of a series of eight Inshore Patrol Vessels (IPVs) was commissioned by Director General Indian Coast Guard, Vice Admiral MP Muralidharan in Kolkata on 11 February. Indigenously built by Garden Reach Shipbuilders and Engineers, Kolkata, the 50m long IPV displaces 300 tonnes and can achieve a maximum speed of 34 knots, with an endurance of 1500 nautical miles at an economical speed of 16 knots. Equipped with state-of-the-art weaponry and advanced communication and navigational equipment, it makes an ideal platform for undertaking multifarious close-coast missions such as surveillance, interdiction, Search and Rescue, and medical evacuation. The special features of the ship include an Integrated Bridge Management System (IBMS), Integrated Machinery Control System (IMCS) and an integrated gun mount with indigenous Fire Control system (FCS).

As a part of its efforts to mainstream issues relating to HIV/AIDS, the Department of AIDS Control, Ministry of Health and Family Welfare signed the first MoU with the Ministry of Shipping on 15 February. It was signed by Lov Verma, Secretary, Department of AIDS Control, and Pradeep K Sinha, Secretary, Ministry of Shipping. According to the MoU, NACO will provide HIV/AIDS/STI preventive, care support and treatment services to port workers as well as community around major ports including fishermen, seafarers, truckers, single male migrants and other vulnerable population etc. It also aims to provide stigma free environment and promote greater involvement of people living with HIV in all major port areas.

Pakistan on 11 February 2013 successfully test fired short-range surface-to-surface missile Hatf IX (NASR). The test fire took place with consecutive launches of two missiles from multi-tube launcher. NASR has 60 km range with the capability of in-flight manoeuvring. It also has the capability of carrying nuclear warheads. NASR is designed specifically to defeat Anti-Tactical Missile Defence Systems of all kinds.

Pakistan successfully tested the nuclear-capable Hatf-II ballistic missile, also known as Abdali on 15 February 2013. The test was conducted in order to evaluate the capabilities of Strategic Forces. Hatf-II ballistic missile is a short range surface-to-surface ballistic missile. Hatf-II has a range of 180 km.

NASA Satellite Data Found Freshwater Losses in Middle East
A new study using data from a pair of gravity-measuring NASA satellites found on 12 February 2013 that large parts of the arid Middle East region lost freshwater reserves rapidly during the past decade. Scientists at the University of California at Irvine found that during a seven-year period beginning in 2003, parts of Turkey, Syria, Iraq and Iran along the Tigris and Euphrates river basins lost 117 million acre feet (144 cubic kilometers) of its total stored freshwater. That is almost the amount of water in the Dead Sea. The researchers attribute about 60 percent of the loss to pumping of groundwater from underground reservoirs. Since obtaining ground-based data in the area is difficult, satellite data, such as that from NASA's twin Gravity Recovery and Climate Experiment (GRACE) satellites, are essential. GRACE is providing a global picture of water storage trends and is invaluable when hydrologic observations are not routinely collected or shared beyond political boundaries.

The Cabinet Committee on Economic Affairs on 7 February, approved the proposal for the merger of National Lake Conservation Plan (NLCP) and National Wetlands Conservation Programme (NWCP) into a new scheme called the 'National Plan for Conservation of Aquatic Eco-systems' (NPCA). The merged scheme shall be operational during the XII Plan Period at an estimated cost of Rs.900 crore on 70:30 cost sharing between the Central Government and respective State Governments (90:10 for North-East States). For conservation of lakes and wetlands, the Ministry of Environment and Forests is presently, implementing two separate Centrally Sponsored Schemes (CSS), namely the NWCP and the NLCP. To avoid overlap, promote better synergies and to ensure conservation and management works, an integrated scheme, NPCA is proposed, with the objective of conserving aquatic ecosystems (lakes and wetlands), through implementation of sustainable conservation plans and governed with application of uniform policy and guidelines. The principal objectives of the new scheme will be holistic conservation and restoration of lakes and wetlands for achieving desired water quality enhancement, besides improvement in biodiversity and the ecosystem, through an integrated and multidisciplinary approach with a common regulatory framework, The scheme would contribute to reduction of pollution loads and improvement in goods and services provided by these water bodies to stakeholders.The new scheme will have conservation and management of lakes and wetlands in the country within its scope, to include inventory and information system on lakes and wetlands national level directive on criteria for lakes and wetlands, regulatory framework, capacity building at state government and local body levels, evaluation etc.

The Department of AYUSH, Ministry of Health & Family Welfare, Government of India, in collaboration with WHO-SEARO New Delhi will organize International Conference on Traditional Medicine in New Delhi on 12-14 February 2013.The conference will be participated by Health Ministers of the SEARO region, experts from WHO SEAR (South East Asia Region),WPR (Western Pacific Region) and other countries. The objective is to promote the role of traditional and complementary medicine (TM & CM) in healthcare provision in general and Primary Health Care in particular, evaluate the integration of TM & CM into National Health Systems and promotion of their use in Primary Healthcare, share research methodologies for studies on safety, efficacy and quality of TM & CM for PHC in order to identify best practices to ensure the safety, share National policies, programmes and experiences on TM &CM to promote and propagate in SEARO Region, exchange views and share evidence-based information and country experiences on TM & CM, identify priority issues and challenges in strengthening the development and appropriate integration of traditional medicine as part of the National Health system. World Health Organization (WHO) has been supporting the development of traditional and complementary medicines (TM & CM) in all member countries. The conference is expected to broaden and update the knowledge on integration, regulation and research priorities in TM & CM. It will also enhance cooperation among SEARO countriesin the field of traditional medicine.

A daylong Conference of South Asian Autism Network (SAAN) will be held at New Delhi on 11th February 2013. Smt. Sonia Gandhi, Chairperson, National Advisory Council will inaugurate the conference. Representatives from India, Bangladesh, Thailand and WHO, SEARO will participate in the daylong conference. It may be mentioned that Autism is a developmental disorder which is characterized by communication difficulties, social, behavioral challenges as well as repetitive behaviours. The diagnosis of autism is difficult due to the use of different diagnostic criteria. The WHO perspective about health, especially mental health, shows an escalation in the disease burden for autism from 10% to 14% over the period 1990 to 2011. It is expected to rise to 15% by 2020. After the adoption of Dhaka Declaration on 25 July 2011, the South Asian Autism Network (SAAN) was born to combat the devastating autism public health crises.

An Advanced Light Helicopter Mk-IV army version 'Rudra' was handed over by Dr RK Tyagi, Chairman, Hindustan Aeronautics Limited (HAL) to Lt Gen Narendra Singh, Deputy Chief of Army Staff (P & S), Indian Army during AERO India 2013 at Yelahanka Air Base, Bangalore on 8 February.. At the outset of the ceremony, P Soundara Rajan, Managing Director said “Rudra, first armoured helicopter - is the Mk IV variant of the Advanced Light Helicopter (ALH) designed and manufactured by HAL. This helicopter is fitted with Day and Night Targeting systems and can carry a mix of weapons (70 rockets, anti-tank missiles, air to air missiles and 20 mm turret gun), providing the required capability to search and destroy any targets”. ‘Rudra’ is designed indigenously at the Rotary Wing Research and Design Center (RWR & DC) to meet the mission specifications and tested extensively over varied terrains and firing ranges in India. Regional Center for Military Airworthiness has provided Initial Operational Clearance for the project facilitating delivery of helicopters to Indian Armed Forces. ‘Rudra’ is all set to redefine battle tactics in modern day conflicts.

Largest prime number discovered
The largest prime number has been discovered — and it's 17,425,170 digits long. The new prime number crushes the last one discovered in 2008, which was a paltry 12,978,189 digits long. The discovery was made by mathematician Curtis Cooper from the University of Central Missouri. To find it, Cooper used a vast network of volunteer computers known as the "Great Internet Mersenne Prime Search" with a combined total of more than 360,000 processors. The setup is similar to the SETI@Home project which uses spare processing power on people's computers to help analyze astronomical data. "It's analogous to climbing Mount Everest," said George Woltman who invented the system. "People enjoy it for the challenge of the discovery of finding something that's never been known before."
Union Cabinet approved DRDO for developing AWACS for IAF
The Union Cabinet of India on 6 February 2013 gave approval to Defence Research and Development Organisation (DRDO) for developing an indigenous Airborne Early Warning and Control System (AWACS) for IAF. AWACS allows IAF to keep a close watch on the enemy territory. The government granted an in-principal approval to the proposal for developing an indigenous AWACS. The approval was granted in the meeting of Cabinet Committee on Security. DRDO officials announced that DRDO would work for finalisation of further details of the programmes as well as the number of aircrafts that IAF would need for giving overall coverage to India’s boundaries. At present, India has a fleet of three AWACS aircraft.
First Complete Bionic Man of the World Unveiled at London's Science Museum
First bionic man of the world called Rex was unveiled on 7 February 2013 at London's Science Museum. The bionic man was created using 1 million US dollar limbs as well as organs. Prosthetic legs and ankle came from MIT, synthetic blood from Sheffield University, spleens, pancreas and artificial kidneys from University College London, retinas from Oxford University and artificial lungs came from Swansea. Rex has a human face with brown eyes and a height of 6.5 feet. It was designed jointly with assistance from 18 universities and companies. Rex gave a hope that it was possible to replace the body parts with the artificial alternatives, for the very first time. The internal organs of Rex such as artificial lungs, bladder and pancreas were in line of development. It is important to note that it is not possible for certain technology to function without the help of human input. For example bionic hands require signals from brain and muscles to work properly. Other parts however, such as pancreas and heart can be designed to work automatically. Rex would remain in display at London's Science Museum from 7 February 201 to 11 March 2013.
C-DAC unveils India’s fastest supercomputer
Precise weather forecasting, faster tapping of natural resources in the sea and designing of customised drugs for individuals will now be possible using Param Yuva II, India's fastest supercomputer. Developed by the Centre for Development of Advanced Computing (C-DAC), Param Yuva II was inaugurated by J Satyanarayana, secretary, department of electronics and information technology, in Pune on 8 February. The supercomputer has been upgraded to 524 teraflops, about 10 times faster than the present facility. With an investment of Rs 16 crore, it was developed in a record three months. Param Yuva II will also give a boost to research in space and bioinformatics, among others. Developing research-based applications will take lesser time than before and complex problems will be solved in a simpler way. For instance, if it takes about 18 to 20 years to discover a new drug now — from designing to testing — Param Yuva II will help reduce this time to 15 years. The supercomputer would also help in reducing the time-frame in weather predictions. If researchers currently collect satellite data to predict the conditions for a six-km region, the supercomputer could help cover a wider region, may be up to 10 km. About 300 people from the C-DAC team were involved in the making of the supercomputer, which also promises to be energy efficient with 35% reduction in energy consumption as compared to the earlier facility. C-DAC director general Rajat Moona said, "Although we initiated the project in June 2012, we only intended that it would upgrade the facility. However, we later realised that it could be upgraded to half-a-petaflop (524 teraflop) and we achieved this within three months." Moona said, "The list of top 500 supercomputers in the world is released twice in a year, in June and November. Had we launched Param Yuva II in November, it would have been in the 62nd position."
